I know the tobacco tax is not even up for a vote yet but Phil is already laying the groundwork for an increase in another tax, the gas tax.

In a meeting with Republican leadership Phil was working the room hard saying how we are really going to need to do something soon about the gas tax and that we don't have the money to do the things we want to do for roads.
