A good start

First, work to eliminate the Hall income tax followed by a gradual elimination of the sales tax on whole foods.

Possibly as a rider to any time the Copeland cap is exceeded another percentage point is deducted from the tax on food.

  1. I don't think you should lower the sales tax only on foods. The whole point of a sales tax is that it's supposed to be a fair, flat tax on everybody. Once you start making cuts on a few things to supposedly help the poor or whatever, you are on the path to the dark side.

  2. Why not make it retroactive like the Unemployment tax increase?

One percent for every year under Bredesen's administration when the Copeland cap was broken - contrary to our constitution.

Should get to zero pretty quickly.
