Could passing tenure reform help the unions?

As we move to pass tenure reform the concern has arisen that passage of the tenure reform bill may actually help doom the collective bargaining reform legislation.

The reasoning is the governor wants to pass his tenure reform bill but is not as passionate about stopping mandatory union negotiations. The fear is once tenure reform passes the governor will have little to no reason to help weak members stand up to the unions and pass the union reform bill out of the house education committee.

Time will tell.
