Democrats are pushing for a rule change to make all substantive amendments sit a week in committee before potential adoption to a bill. While it would be a reversal from past actions under the old regime it is not a bad idea. In fact there is a 2/3 vote rule is in the senate for amendments on the floor.
Would house Dems be willing to give up the power of the last second floor amendment for the same on committee amendment?
