It doesn't. But then our 1870 state constitution tries to weasel around by using the words "regulate wearing" as if that is somehow different than "bearing". It cannot do any more than regulate concealment in that case. Of course, you have to remember this is after Abraham Lincoln declared war on the Confederacy, largely destroyed it and you were under martial law at the time. Any state law preventing non-felons from carrying, that is, bearing (concealed or open - one and/or the other) is unconstitutional.
